Harrisburg – January 20, 2017 – Sen. Art Haywood (Philadelphia/Montgomery) released the following statement on the recently passed amendment to Title IX of the Philadelphia Code:

The recently passed legislation prohibiting employers in Philadelphia from asking about salary history has both pros and cons. Its intention is to prevent employers from discriminating, especially against women and minorities, based on past income levels. This is warranted and admirable. However, the ability to negotiate for higher wage based on past income would not be possible, limiting individuals with a stronger salary history. While I can appreciate both sides of the argument, the decision was ultimately for the city of Philadelphia and its leadership to make, and I respect it.
