The READ! By 4th summer reading program, designed to help youth maintain their skills over the summer break and enter school reading on the appropriate grade level was introduced at two Northwest Philadelphia sites last week by Pa. State Sen. Art Haywood (D-4) and program partners.
According to Haywood’s communications office, READ! By 4th is a local effort of the Free Library of Philadelphia and 50-plus partners, with a “goal to increase the number of students in Philadelphia entering the fourth grade at reading level by 2020.”
